The author is a retired Deputy Inspector General of Police now a visiting lecturer at the Sri Jayawardanapura University. The book is a product of scholarly research on the aspects of much lacking relation between the police and the community at large. The project of community relations which he terms as an "experiment" conducted in jaffna, his claims were a great success. As a mark of respect he has dedicated the book to People of Jaffna. The book traces the history of the enforcement of law and order during various periods in the annals of the history of our country.
